Afaik qTox hasn't. You can still use Torsocks or Whonix to mitigate. It uses encryptet DHT, much similar to bittorrent. The app is meant for security, not complete network privacy, you can just use a VPN if you don't want your ISP to know. The only thing it exposes over the wire is the fact you are using Tox, and a bunch of encrypted packets no one can read. If you reall want to confuse them, use Toxic and run a relay, data poison them.
