Right, as long as the key is truly random and used only once, it's unbreakable because you could conceivably produce *any* message with the same number of characters from the given ciphertext. However, "truly random" and "used only once" is hard to do in practice. (Not impossible, though.) Assuming you generated a truly random key, you meet in person (because if you had a secure way to transfer keys, you could just use that to transfer your plaintext message), and give and/or receive the other person's key. It better be long or else you'll only get to send a few (or one) short messages before having to meet in person again. One time, spies were forced to re-use their OTP keys, presumably due to being unable to meet in person again, and America decrypted the messages because of this.
