Active measures (Russian: активные мероприятия) is a Soviet term for the actions of political warfare conducted by the Soviet security services (Cheka, OGPU, NKVD, KGB) to influence the course of world events, in addition to collecting intelligence and producing "politically correct" assessment of it. Active measures ranged "from media manipulations to special actions involving various degrees of violence". They were used both abroad and domestically. In 1970, the KGB made him an agent, according to files delivered to British intelligence by Vasili Mitrokhin, a former KGB archivist who defected to the U.K. in 1992. The most dramatic terrorist strike organized by Haddad was the Sept. 6, 1970 attack on four airliners bound for New York. The hijacking attempt on an El Al Boeing 707 departing from Tel Aviv failed after one of the two terrorists was shot by an air marshal. The other three airlines were successfully diverted to other landing strips by the hijackers. Not very much. We know he`s a former `emir` of the Egyptian Islamic Jihad who spent three years in an Egyptian prison after his group assassinated the pro-western President Anwar Sadat. He`s also said to be a qualified surgeon, who became bin Laden`s personal physician and adviser in the late 1980s. But there is one curious fact about him that it would be foolish for the West to ignore: his links with the KGB, and its successor, Russia`s Federal Security Service, or FSB. It was Alexander Litvinenko, the rebel FSB officer assassinated with radioactive material in London in 2006, who named al-Zawahiri as `Moscow`s man in al-Qaeda`. In a interview following the 7 July 2005 attacks in London, he claimed that the future al-Qaeda chief had stayed in an FSB training centre in Dagestan, in the North Caucasus, in 1998. `He took a six-month special training course there. Then he was sent to Afghanistan, where he had never been before. I saw those officers from the FSB directorate for Dagestan, who had been training al-Zawahiri shortly before, being reassigned to Moscow and getting promotions.` NORAD Maintains Northern Vigilance Sept. 9, 2001 CHEYENNE MOUNTAIN AFS, Colo. – The North American Aerospace Defense Command shall deploy fighter aircraft as necessary to Forward Operating Locations (FOLS) in Alaska and Northern Canada to monitor a Russian air force exercise in the Russian arctic and North Pacific ocean. “NORAD is the eyes and ears of North America and it is our mission to ensure that our air sovereignty is maintained,” said Lieutenant-General Ken Pennie, Deputy Commander-in-Chief of NORAD. “Although it is highly unlikely that Russian aircraft would purposely violate Canadian or American airspace, our mission of vigilance must be sustained.” NORAD-allocated forces will remain in place until the end of the Russian exercise. From NTI, September 2001: Maneuvers to simulate defense against a large-scale airspace attack began on 10 September 2001. According to Air Force chief Anatoliy Kornukov, they were intended to cover the whole Arctic, as well as northern parts of the Pacific and the Atlantic oceans, including the vicinity of Norway, Iceland, the United States, Canada, and Great Britain. The main task was reportedly to penetrate the air defense of NATO and North America (NORAD). As part of the exercise, long-range bombers were moved to auxiliary bases in Anadyr, Tiksi, and Vorkuta. A new element of these maneuvers was, according to newspaper reports, training for the use of long-range ALCMs outside the reach of NORAD (since Russia has had long-range nuclear ALCMs since the 1980s, apparently these reports meant conventional ALCMs, which began to appear in the Russian Armed Forces only in the late 1990s). Inside U.S. borders, very few radars were feeding NEADS (Northeast Air Defense Sector) scopes. In essence, technicians were half-blind... From The Washington Times, 9/11/01: Russian warplanes threatened patrolling U.S. Navy P-3 aircraft over the Pacific Ocean last week as the American planes monitored a military exercise in the region, The Washington Times has learned. At one point during the aerial harassment, a MiG-31 interceptor pilot flew his jet within 50 feet of a P-3 maritime patrol and reconnaissance plane. The incident was similar to a Chinese aerial intercept that resulted in a collision earlier this year. One alarming sign of the Russian intercept was a radio message sent by one MiG-31 pilot to his base stating his fire-control radar had "locked on" to the U.S. surveillance plane, U.S. intelligence officials said. A radar "lock" is a pilot's final step before firing a guided missile. "It was a threatening action," said one official. ..... Meanwhile, Russian strategic air forces began a major exercise in the northern Pacific yesterday. The maneuvers will include practice missile attacks, Russia's official Itar-Tass news agency reported. Strategic Tu-160 Blackjack and Tu-95 Bear bombers and Tu-22 and IL-78 tanker aircraft reportedly will take part. The exercises are set to continue until Friday. In response to the war games, the Air Force announced on Sunday that it is sending additional fighter aircraft "as necessary" to Alaska and northern Canada to monitor the exercises. "Norad is the eyes and ears of North America, and it is our mission to ensure that our air sovereignty is maintained," said Air Force Lt. Gen. Ken Pennie, deputy commander in chief of Norad. "Although it is highly unlikely that Russian aircraft would purposely violate Canadian or American airspace, our mission of vigilance must be sustained," the North American Aerospace Defense Command (Norad) statement said. The statement said the additional U.S. jets would remain at two bases in Alaska and one in Canada until the end of the Russian exercises. The Russian air drill toward North America that started the day before 9/11, the first of such scale up to that point since the Soviet Union had collapsed a decade beforehand, might have been timed to constrain U.S. responsiveness to the hijacked airliner attacks that occurred. Russia may have engaged in highly provocative maneuvers in the Pacific the week before 9/11 and a massive air exercise to the north as the attacks unfolded so that NORAD and U.S. air defenses would be distracted. From Ion Pacepa, the highest-ranking intelligence official ever to have defected from the former Eastern Bloc of the Soviet Union: In 1972, the Kremlin decided to turn the whole Islamic world against Israel and the U.S. As KGB chairman Yury Andropov told me, a billion adversaries could inflict far greater damage on America than could a few millions. We needed to instill a Nazi-style hatred for the Jews throughout the Islamic world, and to turn this weapon of the emotions into a terrorist bloodbath against Israel and its main supporter, the United States. No one within the American/Zionist sphere of influence should any longer feel safe. According to Andropov, the Islamic world was a waiting petri dish in which we could nurture a virulent strain of America-hatred, grown from the bacterium of Marxist-Leninist thought. Security Council, 1949 On Snowden and Coincidences I regularly get asked, often by soi disant journalists online, if I have “evidence” that Edward Snowden is under Kremlin control. To me – or to anyone familiar with counterintelligence or Russia, or both – that question is a sign of something resembling stupidity. Let’s be honest: if you don’t think that Ed’s under the control of Russian security services after he’s spent five months in Putin’s republic, you’re pretty clueless about how that place works, perhaps willfully. That’s five months during which media have never – not once – been allowed near Ed without a significant junket of bulky-looking guys around him. I’ve been saying from the moment Snowden landed at Moscow that Russian intelligence is part of the picture, and that clearly bothers some people a great deal. There’s a good piece by Al Jazeera out now that looks this issue squarely in the eye. It kicks off by stating what all intelligence agencies know, as I’ve previously reported, that Snowden “remains under Russian security services’ protection.” The piece has lots of good insights, and I want to applaud AJ for looking into this issue in a way that most Western media outlets seem reluctant to do. It quotes Yuri Felshtinsky, a Russian journalist who’s been a thorn in the FSB’s side for years: “The irony is that Snowden, who was fighting for freedom of information, actually became a major tool in hiding this information. He is going to keep quiet now about what he knows and about what he told to the FSB.” Of course, Westerners – some of them Useful Idiots – will pretend that Putin’s security services have nothing to do with Snowden, because that’s what Planet Greenwald and Wikileaks have told them. With straight faces. The truth is another matter. If you wish to persist in believing that Snowden has nothing to do with Russian intelligence, you will need to accept an extraordinary number of, shall we say, coincidences. Counterintelligence officers are famous for saying there are no coincidences. That’s not true, they sometimes happen. But the Official Narrative of Edward Snowden – that he is a pure-hearted whistleblower who just wanted to help the cause of freedom yet somehow wound up in Moscow through no agency of his own, where he now lives freely without any Kremlin interference – requires you to swallow a whole list of coincidences that, to anyone remotely familiar with intelligence (or even the world as it actually exists), is daunting. I’ll mention a few, I won’t pretend this is a comprehensive list; add more in the comments if you have them: It’s a coincidence … that Snowden got in contact with Wikileaks. It’s a coincidence … that Wikileaks claimed to have stolen information from Russian intelligence that it never exposed. It’s a coincidence … that Wikileaks’ point man on Russian affairs, who is one of Julian Assange’s best friends, is a Kremlin mouthpiece (as well as a nut-fringe anti-Semite). It’s a coincidence … that Julian Assange has a TV show on Russian state media. It’s a coincidence … that Ed and the whole Greenwald/Wikileaks circle has acted in a manner completely consistent with longstanding Kremlin espionage tradecraft (e.g. Active Measures). It’s a coincidence … that of the thousands of pages of U.S. and Allied intelligence information stolen by Snowden and published around the world, none of it reveals Russian security matters. It’s a coincidence … that Edward celebrated his 30th birthday with Russian “diplomats” in their consulate in Hong Kong. It’s a coincidence … that Snowden’s lawyer, who controls his access to the outside world, is a public advocate for the FSB and Russian intelligence. It’s a coincidence … that if you’re one of the lucky few who actually gets to meet with Snowden at his undisclosed Russian location, you’re taken there in black-windowed vehicles in a convoy. It’s a coincidence … that, even if you get to meet Ed, you’ll never be allowed a second alone with him, as his bulky minders (who’s paying for them, anyway? I thought Wikileaks was broke) never leave his side. Above all, the Official Narrative requires you to believe that although literally every single Western defector to the Soviet Union and Russia for a full century now was extensively interrogated by Kremlin spies and placed under their “protection” as long as they were in the country, it’s completely different with Edward Snowden. If you actually believe that, I hope you also put your fallen-out teeth under your pillow at night, in the expectation the Tooth Fairy will reimburse you. Wikileaks is a Front for Russian Intelligence The part played by Wikileaks in the Edward Snowden saga is an important one. The pivotal role of Julian Assange and other leading members of Wikileaks in getting Snowden from Hawaii to Moscow, from NSA employment to FSB protection, in the late spring of 2013 is a matter of record. For years there have been questions about just what Wikileaks actually is. I know because I’ve been among those asking. Over two years ago, little more than two weeks after Snowden landed in Moscow, I explained my concerns about Wikileaks based on my background in counterintelligence. Specifically, the role of the Russian anti-Semite weirdo Israel Shamir, a close friend of Assange, in the Wikileaks circle merited attention, and to anyone trained in the right clues, the Assange group gave the impression of having a relationship with Russian intelligence. As I summed up my position in July 2013, based on what we knew so far: It’s especially important given the fact that Wikileaks is playing a leading role in the Snowden case, to the dismay of some of Ed’s admirers and even members of his family. Not to mention that Snowden, as of this writing, is still in Moscow. One need not be a counterintelligence guru to have serious questions about Shamir and Wikileaks here. It may be a much bigger part of the story than it appears to the naked eye. Evidence that Wikileaks is not what it seems to be has mounted over the years. Assange’s RT show didn’t help matters, neither did the fact that, despite having claimed to possess secret Russian intelligence files, Wikileaks has never exposed anything sensitive, as they have done with the purloined files of many other countries. To say nothing of Assange & Co. taking unmistakably pro-Russian positions on a host of controversial issues. Questions logically followed. Now answers are appearing. It’s long been known that Wikileaks, by their own admission, counseled Ed Snowden in June 2013 to leave Hong Kong and head to Moscow. Contrary to the countless lies propagated by Snowden Operation activists, Snowden’s arrival in Russia was his choice; it had nothing to do with canceled passports in Washington, DC. An important gap has been filled this week by Julian Assange, who admitted that Snowden going to Moscow was his idea. Ed wanted to head to Latin America, Julian asserted, especially Ecuador, whose London embassy Assange has been hiding out in for years on the lam from rape changes in Sweden. As Assange explained, “He preferred Latin America, but my advice was that he should take asylum in Russia despite the negative PR consequences, because my assessment is that he had a significant risk he could be kidnapped from Latin America on CIA orders. Kidnapped or possibly killed.” Only in Russia would Ed be safe, Julian counseled, because there he would be protected by Vladimir Putin and his secret services, notably the FSB. One might think that seeking the shelter of the FSB — one of the world’s nastiest secret police forces that spies on millions without warrant and murders opponents freely — might be an odd choice for a “privacy organization.” But Wikileaks is no ordinary NGO. Why Assange knew Russia would take in Snowden — it could be a big political hassle for Moscow — is a key question that any counterintelligence officer would want answered. Was Julian speaking on behalf of the FSB or did he just “know” Ed could obtain the sanctuary plus protection he sought? Just as telling is the recent report on Assange’s activities in Ecuador’s London embassy, where it turns out Ecuadorian intelligence has been keeping tabs on him. Which is no surprise given the PR mess Assange has created for Ecuador with his on-going antics. Especially interesting is the revelation that, while holed up in London, Assange “requested that he be able to chose his own Security Service inside the embassy, suggesting the use of Russian operatives.” It is, to say the least, surpassingly strange that a Western “privacy advocate” wants Russian secret police protection while hiding out in a Western country. The original Spanish is clear: Assange “habría sido la elección de su propio Servicio de Seguridad en el interior de la embajada, llegando a proponer la participación de operadores de nacionalidad rusa.” Why Assange wants FSB bodyguards is a question every journalist who encounters Julian henceforth should ask. Until he explains that, Wikileaks should be treated as the front and cut-out for Russian intelligence that it has become, while those who get in bed with Wikileaks — many Western “privacy advocates” are in that group — should be asked their feelings about their own at least indirect ties with Putin’s spy services. P.S. For those familiar with espionage history, there is a clear precedent for such an arrangement. In 1978 the magazine Covert Action Information Bulletin appeared to expose the secrets of US and Western intelligence.
