The Signal app was originally an SMS encryption application. It's come a long way from there, but the SMS compatibility and general MSISDN-as-identity arrangement have always been an integral part of the user experience. Currently it's a self-imposed limitation of the software, and while many users disagree with it (including myself), I think the backward compatibility shows respect to the original userbase. It also de-sybils the system by setting a cost of entry, which is not completely evil. Anyway, the protocol and much of the client and server code are open source now, so anyone should be able to deploy their own network with any offending features removed.
