Unless you're doing some serious shit (carding/CP/terrorism etc.) nobody's gonna give a fuck about your activity. If VPN provider/VPS hoster gets a request from law enforcement about your IP downloading torrents, it will simply ban yo at most, end of story. Letter agencies will most likely use OS/software backdoors/exploits. Damn, your own CPU is a honeypot.

Anything that is connected to the Internet is not secure (that's why air gapped networks are still a thing). We can only talk about sufficient level of security for certain activity.

It's good to treat *any* VPN provider as a honeypot, who learns the correlation between your origin IP and your incriminating traffic. This is a greater risk than it seems. The risk can be mitigated by accessing the VPN through a Tor channel. This de-correlates your origin IP by only presenting the Tor exitnode IP to the VPN provider. It will also make your connection slow as fuck, but better slow and innocent than fast and guilty.

I've also used I2P + I2PSnark to download torrents found on Postman's I2P Tracker. This can be rather slow, but seems to be safe from the copyright troll lawyers.
